Read cutoff figures correctly

Build a comparison that means something
- Keep comparisons within the the ap eapcet stream applicable to the target pharmacy course route.
- Do not compare a category rank directly with a general merit rank or convert a percentile into marks without an official basis.
- Record the exact round and seat category beside each closing rank.
- Keep a range of course choices based on eligibility and preferences, not a single predicted cutoff.
